Frances Palmer

Frances Palmer is Assistant Vice President of LBC. Dr. Palmer is a member of LBC’s Client Service team, and is responsible for client relations and daily client reporting. Prior to joining LBC in 1990, Dr. Palmer was CFO of Rehabilitation Services, Inc., where she helped form the organization. Before joining Rehabilitation Services, Inc., Dr. Palmer spent thirteen years as a member of UFCW Local 400. She is the Director of the Scott Thomas Palmer Memorial Scholarship Fund and the Treasurer and facilitator for the Anne Arundel County Chapter of the Bereaved Parents of the USA. Dr. Palmer holds a B.A. degree in Accounting from Benjamin Franklin University, a M.B.A. from Strayer University, and Ph.D. in Organizational Leadership from Regent University. She holds a Maryland Property and Casualty, Life and Health Insurance License, and Maryland Real Estate License, and is a Washington, D.C. notary.
